Hakwon job, outside Seoul - should I expect to get more on my 2nd tour of duty?

Definitely too low for a hagwon position. The minimum you should be expecting is 2.2.

2.2 should be the absolute lowest you should consider,,,and even then there should be at least a couple special considerations in your contract since you have proven you can fulfill a one year obligation.

Depending on what the conditions are - hours, vacation, etc.

6 hours a week and 5 months paid vacation is not bad

Have you seen the exchange rate lately?

Not to mention the cost of living is probably 10% higher than it was two years ago.

I get paid 1.8 for a very easy elementary PS job. I can save a fair amount and I'm in Busan which is a perk. But I wouldn't take the wage for a hagwon job which is going to be far more work and less holiday. And especially seeing as it's your second year here. A while back people reckoned 2.4 was a decent hagwon job, but now I think there's more agreement around 2.2.
