Is a visa interview needed for SMOE applicants?

I know that the visa interview is waived for Epik and Talk applicant's, however I'm not sure about SMOE. I called the Chicago consulate and she said a visa interview is not needed IF you have a NOA but she a horrid case of Engrish so I'm not even sure if she knew what I was asking.

Before I fork out another $50 to mail all these documents in, has anyone already recieved their E2 visa and is working for SMOE this September? Did you have to interview? Also how long did it take?

I called too and they told me SMOE employees don't need an interview, we just follow the EPIK guide lines on the website. I send in all my stuff about 5 days ago, so I hope it is good enough!
