trying to purchase travel for a Japanese friend to Busan

I'm trying to arrange travel for a friend to come visit me in Busan. The Korean travel agency I'm speaking with says that they cannot help me. The ticket is a gift but I have to use Korean won to pay for it. Any suggestions?

can't you just buy the ticket in your friend's name with his/ her passport number/ full name and have the e-ticket sent to your friend?

they just take the voucher/ ticket receipt to the airport, get on the plane and they're here.

or do they need conformation that he/she has a Korean visa?

This. All you need to buy a ticket for someone else is their passport number, the full name as it appears on the passport and the email to send them the e-ticket. As long as it is a roundtrip ticket, they should be good for the appropriate visa period (differs by country)

Apparently she doesn't have a passport yet so I guess it's a moot point.

The Korean travel agency told me that they cannot arrange transportation within Japan. They said they had a rather expensive flight from Aomori to Incheon but not to Busan. She was going to take a bus to Fukuoka and then the ferry over to Busan but, no passport so...

Yeah, I would say that a passport is pretty much a standard requirement for international travel. No wonder the travel agency can't help you.

They told me that they couldn't help me before I was aware of the passport issue. I just called them to get a general feeling for price and if a flight to Busan was possible from Aomori. In general they were quite unhelpful. They said that if I were going to Japan they could get me a much better rate(?).
