Motorcycle registration

I posted this in the "Motorcycle thread" but haven't gotten any response. I'm not sure if that thread is active anymore?
Anyways for anyone who has any information, it would be much appreciated.

My questions are:

I recently acquired a Hyosung Mirage from a friend who recently left Korea.
He never registered it but he had all the papers from the previous owner (it was last registered in 2005). I read a bit through this thread and it seems like you need the previous owner present to change registration?

As far as I can tell it has already been de-registered, there are no plates on it and my friend said there wasn't any when he got it.

Is there anything special i need to do to be able to register this under my name? Can i just do it with the papers alone?

Also, does anyone have any links to a good motorcycle hakwon. I'm not sure if i'm going to go the hakwon route, but I'd like to know just in case.

Take it to the office, tell them what happened, they'll get you straightened out. Lost papers, missing people, etc, its not a huge problem, but it can be a hassle. Technically, you are supposed to have both the buyer and seller, and they go together and change it together, OR you have papers drawn up at the motorcycle shop to that effect. If you have the papers, and the bike isn't stolen/wanted by the police for anything else, etc, then they can help you out.

Well i went to the gu office and they weren't very understanding at all. They said 3 years ago it would have been easy. They did however give me a number of some guy (after much hassle) and the guy on the phone said he would do it all for a fee (100,000 won). I went to a motorcycle shop to see if i could have some papers forged saying ownership was transferred but they motorcycle shop didn't seem to willing. They were talking about some guy who was arrested recently for doing that.

Anyways, the motorcycle shop said that the only thing I can do is to have it brought it to have it scrapped for parts and get a new bike. Sounds really fishy to me, i'm more likely to believe they would just make the papers after getting it and reselling it.

I guess my only option is to go the route of the guy on the phone and pay the 100,000 won fee? Unless anyone else has any better suggestions.

The Gu office isn't giving you the number of some criminal to fake papers for you. They're giving you the way to get the papers. Yes, call him. Yes, do it that way. 100k seems kind of high, try and haggle him down a bit.

Yeah, I'd just go with whatever the Gu says. Seems obvious, no? Do it the right way from the beginning and you can save yourself a lot of stress and hassle.

Drawing up forged papers? Seriously? How did you even bring it up?

"So, um, does this shop forge documents?"

"I'll take a helmet, and a forged registration for my bike please!"

Anyways ..

This sort of thing has been covered in the motorcycle thread, if you read through it a bit. That said, I wonder about this guy that they directed you to. If you find out a way to do this, could you post the info here somewhere?

Motorcycle thread is huge, tried reading through it but search doesn't work so well.

Bringing up the topic of forging documents wasn't so hard at the shop, just told the motorcycle shop guy my problem and he already knew where i was getting at.

I guess i'll just go with the guy on the phone. Apparently he does paper work processing for the gu-office or something. Anyways i guess thats my only option.
