thats for tax.. not service charge.. some places add 10% VAT and 10% service charge...

well hotels do....well the hyatt does...

Pay with card - no need for tips even for odd amounts.

Even 10% tips as in Europe and other places quickly amount to something unreasonable. While on a biz trip in Germany with my Korean boss and 4 colleagues, the boss paid all bills but NEVER tipped (you'd notice from the mood change and very pronounced "have a nice day" of the waitress). I decided to cover the tips but since the bills were typically 100 Euro plus/minus, I didn't feel like applying 10, 15, 20% calculations. Rather I gave whatever was at hand, 5 Euro, 2 Euro... band aid on a sucking chest wound, but what counts is the thought.

I noticed that you'd get no change offered if the waiter/taxi driver thought that the amount would cover his expected tip - didn't like that at all.

So if this were a poll, I'd vote "No'' for Itaewon tipping - just like I never tip when they mod edit my mod edit after massagi.

I used to be totally pro tipping in any situation when I worked as a waiter. Now years later I can understand the annoyances of people who don't want to tip. I don't blame the restaurant waiters, I blame the management and owners who are making a killing on front of the house labor costs. It is a pain in the arse when you go to a place where the food is sky high and then you are expected to tip on top of that. And for the record a 10% tip is usually considered a lousy tip in any industry.

The VAT isn't a tip and doesn't go to the worker.

I just use this test to see if I should tip or not. If it doesn't feel like I'm still in Korea than you should tip. Spend enough time in Seoul and you'll start feeling weird in Gangnam, Apku, and Itaewon

Yes, in non-restaurant situations they do tip. But you should think of it more as payment for services even though it's still on a sliding scale.
