I work at a franchise of a chain hagwon. For my first two months, I have had 60,000 won deducted from my check as a "security deposit" and 20,000 deducted as a "common-area charge". I talked to a Korean who works at another hagwon, and he said these were illegal.
Are they illegal? And if so, how can I best confront the manager about this? |

Yes they're illegal.
As to the second question, show your boss a copy of the Labor Standards Act and start packing your bags. |

Both are legal.
A security deposit is not illegal if it's in your contract.
A "common-area charge" sounds like a condo maintenance fee. If your employer is paying your utilies on your behalf and deducting utilities from your check, such as telephone, electricity, gas, water, trash collection, etc, then this would be a common and legal monthly utility charge. |

I also had the "common-area" charged me by the owner of the apt complex. I did not find the apt through my school, my gf found a broker who helped us find it. But the owner was actually doing work for that charge. He would take out the recycling and separate it and clean the hallways. But he only charged us 20,000won per month. |

The common-area charge is legal.
The "security deposit" though...what does your contract say? If it is mentioned in there, then it is legal. If it is not, then it is definitly illegal. |
