I was arrested for disturbing the peace/damage of private property but when the judge realized that it wasn't me, she dropped all charges. In other words, the police officer arrested the wrong person....

Would I be able to get an E2 visa with this on my CRC?

I have no real answer to your question, but i am confused how a non conviction can end up on your criminal record? surely its only if youre actually convicted and receive a sentence, otherwise what does it mean to be found innocent of a crime?

I have not retrieved my CRC but I was told that arrests show up in addition to convictions - am I incorrect in my thinking?

Why speculate. Order your CRC first. If the arrest is there, you may be able to either explain it with a letter from the court or have it expunged.

Often states have multiple versions of your CBC showing various levels of detail. Somewhere, every record (arrest, even consensual contact by the police, and even expunged juvenile adjudications) is kept. If you specify that the record is for an employer (and they are not a certain class of employers, which Korean gigs aren't), you should be able to get the bare-minimum convictions only record. Get that. Korean immigration has no brain and any spot,however small, will risk you not being allowed in.
