Korean equivalent of birth certificate? (applying for visa)

I'm trying to file a petition as the first step toward a U.S. immigrant visa for my Korean husband. The embassy told me that he has to bring his birth certificate, but there doesn't seem to be a Korean equivalent of this. My husband picked up three variations of his Family Census Registry today, but he couldn't find anything similar to a birth certificate. The embassy now apparently refuses to answer questions over the phone and has been giving me conflicting information through e-mail, and the appointment is tomorrow. Does anybody know what we need to bring in place of a birth certificate?

I applied recently for a passport for my wife and we used the family census registry as it is the direct equivalent.

what I did is make sure the title said family census registry / birth certificate on the notarised translation to make sure there was no confusion.
