In general, no.
Are Korean women who smoke openly more likely to have sex with a foreigner? yes.
both are still seen as signs of defiance and looked down upon by most of the older generation here. However, I think non-smoking K-girls are having just as much sex overall.

Two very, very different "signs of defiance". Why should there be any correlation?

I know you're not being serious, but the answer is no: short skirts are a socially acceptable garment for a "lady" to wear, so it doesn't represent a rebellious streak. Actually what I used to find so ironic (until I got to know the culture better) is that women will wear a skirt like that yet still be (act?) innocent and chaste.

Yeah I've never understood that! And then there's me who dresses conservatively in comparison but I am leered at, rubbed up against, and the other night some guys tried to buy me Shocked ...and I'm not kidding.

Yeah, that sucks. I'm not a woman, but the sheer ignorance of the notion that Western woman=easy actually makes me angry. I pointed out the contradiction to a high level class of adults a few months ago, but they all gave me blank stares.

Just curious - how much were they offering?

I could run a good racket. I'm a fast runner. I could go to bars, dress up in drag, get the money up front and then hightail it before things get too hot....

I think the correct way to put it is: Are Korean girls who smoke more likely to just have had sex?

"If she smokes, she pokes."

You've never heard that before? That's old as the hills and twice as dusty.

Anyway, there have been studies out there that show that if people are willing to engage in one risky behavior, they usually engage in other risky behaviors. Since smoking and cancer have a strong correlation, it's a risky behavior. Not wearing a seat belt, jaywalking, stealing, doing drugs, sex, all of these fall into the risky behavior category at one level or another.

So, long story short, someone who smokes probably falls into the more likely category for other risky behaviors, but it's not a direct connection.
