For those in Hagwons or other places who are being given travel bans, it is illegal for them to do so.

According to the Universal Declaration of Human Rights (1948) all people are entitled to the recognition of inherent dignity and certain inalienable rights, which are the "foundations of freedom and justice in the world." Freedom of movement is part of the "liberty of man" (Jagerskiold) thus making it one of the most basic human rights. Article 13 of the Universal Declaration of Human Rights stipulate:
Everyone has the right to freedom of movement and residence within the borders of each State. Everyone has the right to leave any country, including his own, and return to his country.

You can go anywhere you want. You just might lose your job/get quarantined. |

Travel bans now? With South Korea full of its own swine flu cases?
Geeze, you're safer out of a school than in these days. |

Anything's illegal if no one enforces the law, but just because the UN Human Rights paper says it's illegal doesn't make it so. Plus, it's not so much a legal/illegal thing so much as it's a " you do this and we'll fire you" thing, which in Korea, may or may not be legal. They DO have a lot of protections for workers, but they also have a lot of protections for the employers too. Who knows... |
