Am I right in noting that in 2010, only 6 public holidays fall on weekdays?!
Yikes... |

Where would be a good place to find a list of the dates for 2010. |

And technically speaking you and cruisemonkey are both right.

And it falls on Tue/Wed/Thu, which means those of us with good jobs will have the entire week off. |

Is it normal in most Western countries to have the same number of holidays, no matter what year it is? For example, in the US if 4th of July is on a Saturday (as it was this year), Friday the 3rd is usually an included holiday.. etc etc. |

Yes, they observe holiday time off on Fridays and Mondays to create long weekends. Western countries schedule holidays in a consistent way due to being based on the Gregorian calendar while Asian countries use the inconsistent lunar calendar except for holidays like Christmas and their Independence Day; both Western influences. |

It depends on the holiday for Americans. Christmas, New Years, and The fourth of July land on specific dates which are sometimes Saturdays or Sundays.
Memorial day, Veterans day, Columbus day, Labor day, Thanksgiving, Presidents day and Martin Luther King day all land next to the weekend for an extended weekend. |
