i want to get the HP DV2 and the prices seem cheaper when buying off ebay than in korea. I checked Gmarket and danawa.

A friend of mine has had electronics shipped to him without having to pay any duty. So I'm wondering, is there a threshold where you start to pay duty? Also has anyone bought a laptop from overseas and had to pay duty?

Tell the seller to declare the value of the contents at like $90. For the description they write "Used netbook".

If the VAT is 10%, I would only be paying 70000 w tax or so after shipping. Is is worth it? In other words, do customs ever decide to impound items they think are not 'used'?

You won't have any problems. Customs isn't going to waste time on a single computer.

Only 40% of packages ever get scrutinized by Customs. Even then, a smaller percentage of those actually get opened and examined. A single notebook computer won't raise any eyebrows.
