An airplane is not a public place: it's private property.

^ Not actually.

*Most airlines / airline corporations are publicly listed companies, ie, publically owned / public entities.
*An aircraft might have been paid for by a public corporation, or a pvte corp, but air travel itself is a major form of public transport with major national and international laws governing that transportation system.
*Any person of the public can buy an air ticket.

Your personal car will be your personal responsibilty because you didn't buy it to hire it out to others. If you start taking paying passengers the vehicle falls under public laws and rules. You have to have a public licence. You own it, but the public have rights to access that vehicle and also have rights within that vehicle, such as an inalienable right to a non-smoking space.

Think about if the city-city plane was a city bus. How would it be for a driver to deny a passenger transport due to that person's weight, or any other disability, or any other reason?

If you deny people the right to travel due to their weight you will also have to re-write The Constitution because you are denying public access to a public right.

Two solution that the airlines never would do, 1: Have a test airplane seat (same idea as the carry-on bag size test) to see if fatties can fit in the seats. 2: Or start charging people by the pound for airline ticket.
