Are there food stamps in Korea, like in the USA? Where the poor, especially the poor with children get food coupons from the government.
I saw someone buying stuff at the market with bills that were not Korean Won.

They were probably store vouchers. Korea hasn't gone as far down the welfare road as western nations. It's part of the reason they have such astronomical growth over the past two decades. The incentives to produce and use personal responsibility to improve your life haven't been destroyed yet.
