The Burberry man is almost an icon here. I taught in a women's university for years and heard so many stories from students. Many of these girls atended all women high school's and middle schools. Usually, at some point in the semester, I would hear them talk about it and I would ask a few questions. Mostly, I asked what the police did about it. They usually did not know the answer. A few even told me that their local Burberry Man would come at the same time almost every day.

The students never seemed to concerned about it and sensed the phenomena as being harmless. They simply view the Burberry Man as being "Mental".

Now, I trhink they are disturbed, but I seriously doubt that they are all mental to the point of not knowing right from wrong. South Korea seemes to have a high tolerance for them. Whereas in the States, I believe we are at the other polarity. I believe if someone exposed themselves to underage girls in the States, they would be spending a lot of time in jail.

There is (was) a belief that if you see him on exam day you will get a good score.

That is one of the strangest "urban legends" in Korea.

We can only speculate, I guess, because it's a different culture and most of us here aren't women. My guess is that the flasher enjoys the sexual power whereas the girls had strength in numbers -- they were always in a group and ran away mostly screaming but a little laughing, as they weren't in any particular danger. This is just what older Korean women tell me about this and I realize the dynamics of flashing are different in the west.

It may also be that there's a bit of weird nostalgia in that there aren't so many Burberry men anymore. K-girls now are a little more worldly and will take cellphone pictures of him or make jokes about his size, denying the flasher his feeling of power.

Actually gotta agree with Korean policy on this one. A flasher is not a criminal, does no harm really, its just someone with some bizarre sexual dysfunction. Not something a person deserves to go to prison for.
The girls seem to have the right attitude, rather than be shocked, just giggle and walk away. Now where did I put my Inspector Gadget coat?

We school had a flasher earlier in the year. All the teachers are eating lunch in the cafetaria and we all hear "YIIAAAAAAAHH!!" from all the girls screaming outside.

When we went out to see what the ruckus was about, I caught a glimpse of a man wearing a trenchcoat running away in the distance.

I asked the students about it in class. I thought it amusing that the flasher managed to wear socks.
