I'm sure like me those of you who use steam have tried to buy things and found it doesn't work quite right. Part of their security is to check the payment location against the IP. Which causes it to fail, same for paypal.
You can get around it by sending a support ticket and asking for an unlock but now is their holiday season with daily random amazing sales.
a couple times a year I had been asking them for an unlock when I discovered something recently. I had an unlock from awhile back and was going to use it up to buy something and told it to save my payment details (don't usually do that). The next day something came up for $2 and I wanted it so I was going to ask for an unlock but tried it on a whim. It worked with the saved details. So not only does it save your details it apparently saves the info that you're allowed to make an out of country purchase. Sent a gift to my dad, bought a couple things more for myself and so far 2 more purchases on the saved details.
So if you want to use it with your back home CC, send a support ticket for an unlock and save the details. For now anyway it seems you'll be able to keep making purchases (via the website) whenever you want. |

I bought games using my US debit card. I put my billing address in as it shows on my bank account, but put the country as Korea. That worked just fine. |

You're lucky. Any time I've done that the CC payment has failed because of course my address on file isn't South Korea.
Paypal fails because I have Canadian Paypal and the IP is from south korea (works on every other site that I've used it on, just not with steam). Support has told me it is because of their security system matching IPs and Payment locations. Debit cards though aren't the same as CCs.. have you actually made a purchase with a CC? |
