Work outside of official work hours--do you get paid?

Just curious how others' schools handle these things. In the past month my school has requested that I:

1) come in an hour early for a 'new policies' meeting
2) MC a pre-school pageant (I have nothing to do with the pre-school) (3 hrs) and
3) attend a training session for a new curriculum (3 hrs)

In total this is about 7 hours excluding travel time, outside of my normal working hours. The head teacher seemed to think it was unreasonable when we asked to be paid. I don't mind pitching in here and there (and have done so in the past), but the training especially should be paid, I think. Are you expected to do these types of things? If you're paid, how much do you get?

1.) Have them put the new policies on your desk. They don't want you input, so a meeting is stupid. You can read so just request a memo.

2.) Screw that even if you would be paid.

3.) This one makes sense, so long as some compensation (ie. lunch, travel money, etc.) is provided.

Thanks for the responses. I ended up doing the preschool concert but not the other two things. There's something in my contract about participating in school activities, so I consider that my 'volunteer' activity for the year.
There were all sorts of technical problems with the music, and one of the kids puked backstage. Uff...
