What exactly constitutes 'unqualified'? The job requirements for my current job didn't ask for anything other than a bachelors degree. This makes me adequately qualified for the position, I do believe.

The thing they are not saying, which might be what they want to say, is that a person should be properly trained in how to teach prior to coming to teach ESL in Korea. But if that were one of the core requirements, many people who are already teaching would have to stop to get a TESL/TESOL certificate.
If Korea wants people who are qualified, they need to be ready to pay for the quality they want- which would mean raising salaries to reflect the additional qualification.
If people were asked to get a TESL certificate, initially people would be up in arms. But in the long run, it pays for itself- but only if employers are ready and willing to pay 2.5+ million won a month.

How much extra salary do Korea have to pay for teacher who does not do the pervert or use the drug?

Korea does it to itself. They want young, nice looking teachers so that's what the base their hiring criteria on. What do they expect from graduates fresh out of uni - with little or no teaching experience?
I'm not surprised that parents complain. When I came here I was thrown straight into the classroom without any training or guidance, and not surprisingly I was terrible. If I was a parent paying for that, I'd feel a little bit miffed too.
This stalk - I mean follower - should target the employers if he's so hellbent on his mission.

I had made a derogatory comment about this guy, but I deleted it because I'm SURE that he reads Dave's, and knowing the insane libel / character defamation laws they have in Korea, he probably could have sued me over it. Be careful, guys!

This has got to be one of the stupidest beliefs some people seem to have
on this board. (I should put it in that thread that talks about stupid things
mightey whities say)

How could this socially inept, maladjusted moron possibly sue you? Are
you going to send him your name? Rolling Eyes Did you use your real name or
email when you signed up? Rolling Eyes Who is going to give him your name?
Your entire idea is just utterly boneheaded. THINK Don't just
press keys.

So are you're accusing ALL or MOST foreign teachers of being pedophiles or drug abusers?

Without being a basher, I do recall a horrendous incident where an 8 y/o girl was raped by a 50-year old KOREAN man to the point where her intestines were virtually destroyed.
The amount of crimes committed by the foreign community is miniscule in number compared to the number committed by locals.
The one thing that sets Yie and the other nutjobs off were the photos of Korean women screwing around with foreign men.
AES are taking it upon themselves to attempt to impose a set code of "morality" on foreign teachers, a code that is not even followed by Koreans themselves.

This is actually pretty funny.

Wonder how many illegals he got booted out and how long until he gets in a scuffle with some vigilante wanna be foreign teacher.

Like Gil said I am sure the guy was joking.

But on your response...

1- Of course the number of crimes commited by the foreign community is smaller than the number committed by locals...20 0000 vs 50 million....kinda basic common sense no?

AES is not imposing anything on Foreign Teachers...they are a fringe hate group of 17 000 members, a high number of which are not even active members. But this fallacy that AES is a national level force keeps being pushed forth...

I think the spirit of his argument is that the crime rates/ratios of foreigners are miniscule compared to the rates of the domestic population.
