More evidence of the phenomenon of inconsistency in Korea: when I went to SC last year, they denied me an int'l card. I called the HQ and was told a new law had been passed making it illegal to issue int'l cards to foreigners. I went to KEB and got an int'l card that worked in Thailand though, so either it's illegal and KEB broke the law, or it's all bull.
BTW, after calling KEB from the Philippines, I got the card to work just fine. The same happened last year in Thailand, so my advice is to get the teller to confirm it'll work overseas, then take one of their personal business cards with you just in case. |

Sounds like they didn't want to deal with opening an account for a foreigner. I would never have been able to do it without my girlfriend.
They explained this scam that foreigners do with selling the bank books to gangsters that can't open bank accounts. They said it was mostly SEAsians but the bank has set this rule to include all foreingers to make it easy.
Stupid though because they are missing out on lots of business. |

I had to get this issue sorted out with KEB before I left--insisting to them that everything might not be "just fine" with their cards.
So the solution--I've got a standard bank card with them, and I had them make me an "international" bank card that can only be used overseas, but won't work in Korea. It worked pretty much everywhere I tried it. |

I just tried to use my KEB Global bank card with the Visa logo to make a non-Korean online purchase and it didn't work! Card worked fine at ATM though. I thought this was supposed to work for overseas transcations, including ATM withdrawals abroad? I didn't think we had to contact the bank to get permission etc. for overseas stuff. |

My understanding is that the bank card (with the Visa logo) will not and never will work for purchases overseas. If they set it up, it will work at ATMs overseas.
It also will not work on the Internet (domestic or foreign). |

I called their Global Desk at Seolleung and was told that the card can't be used at ATMs overseas as well as for ordering over the internet. Well that's useless! I thought about starting a second bank account with them to set aside for bills, sending money home etc. but I guess I'll try to find a more convenient bank.

I don't know about that, BUT I have a KEB ATM Card. I have used it in China and Thailand. I went to one of their international branches to set it up. I know where the Busan one is. If you want that, look at my old posts. The directions are there. THE LADIES THERE ARE GREAT AND GREAT HELP TOO.
This being my second year, I was eligible for a KEB Credit Card. They have told me that it can be used overseas and on the internet. I have tested the internet and it worked fine. I have not been overseas with it yet. |

It may work but until you have actually confirmed that it works abroad (by actual use), DO NOT DEPEND ON IT AS YOUR PRIMARY SOURCE OF FUNDS.
Take cash (US$100s) work best and take very little space in your pocket.
10 bank notes will cover just about any vacation in SE Asia (unless you plan to go 5*) for a couple of weeks.
Try your card - if it works then you can use it as your primary next time with cash as your backup. |
+1 absolutely.
An idiot friend of mine took almost no cash to Thailand only to find out that none of his Korean bank cards worked. I ended up having to wire him some money.
I too had to go to KEB to rectify this for myself, and though a big hassle and I had to return to their branch multiple times for them to get it right, I ended up getting a separate "Check" card that would only work abroad, and getting them to make my credit card truly international. |

I don't know if anyone else has said this - but i believe this to be the main point to understand in regard to overseas access to your money.
1st - in Korea we are only allowed to use one bank for all of our foreign transactions - bank2bank remittance/ ATM overseas use - therefore if you have had a different bank and performed a transfer then that is the bank assigned to you - if you open a KEB account you have to make sure that KEB becomes your sole international business bank - ask them to do this for you.
After you have done this then your halfway there ask them again to give you a card which works overseas - ask them to check the computer to see if this option is selected - then your risk of being stuck is reduced - any problems after this can be down to human error - either yours or the bank tellers - so ask to see the screen with the option ticked and all should be hopefully well.
Having said this - always have a backup plan - we are in sparkling Korea after all. |

A friend and I went to the same branch on different days. We got two different (very different) looking cards issued to us. This confused us and we returned together. My card had been set up internationally, his had not. When I setup my account I was very clear that this was the ONLY reason I was changing to their bank. I had a bad experience with NongHyup.
They checked and sure enough, mine would have been OK, his would not have been OK. They made a change.
We traveled to Thailand together and both cards worked. My NongHyup card did not work (even though I was promised twice that it would).
Go find the KEB international branch in your city and have a talk with them. |
A bit off-topic, but where's the int'l branch in Busan located?
Also, how much do they charge you per int'l money transfer? A previous post said 7K, but it seems to me that a lot of the banks decide the charge based on whatever whim takes them that day

If you set the bank to route cash home (you can only have one bank in Korea do this for you) then if you have/get an international card through them, it should work.
I got my card from KEB and after transferring money home through them, I went home and withdrew a little from my neighborhood ATM |

The debit card CAN be used at ATMs overseas but make sure you call KEB beforehand to set it up. |

if you have the KEB global cheque card - it actually says on the back "valid for overseas ATM use but not for retailer transactions" or something similar. I have used mine in ATMS in Japan, UK, Thailand, Malaysia, Singapore among other places and had no problem whatsoever. It will however work on Korean websites for buying online but not foreign ones. I have done this and its been fine.
If you have a CREDIT CARD you need to literally DEMAND them to check it will work overseas so you can use in shops and stuff. PLUS make sure they set up the chip and PIN properly - they don't use in Korea but in many other countries if the chip isn't set up properly they wont accept the card - and some countries ask for 6 digit PINS - but I called KEB and they told me 2 extra digits to add to my PIN so it would work. I have NEVER had one issue with KEB - they're better than any bank I have ever used in the UK even - but if youre outside of Seoul their branches are quite few and far between I think. Im hoping their impending being bought/taken over by Hana Bank doesnt wreck things as they are AWFUL! |

Don't get me wrong, KEB has advanced the cause of banking for foreigners immeasurably in the past decade, but I can't help wondering if they have gone backwards lately.
The foreign branches seem to be no different to the normal korean branches, the attitude is the same. It seems to be hard to find a teller, even at these "global" branches who actually speaks english.
Sorry but if I travel for an hour across town to visit a "foreigner service" branch, I don't expect to be asked to provide a Korean interpreter.
The tellers tense up when a foreigner enters the building and view the interraction as some sort of dreaded test of their ability.
They are intimidated, the reception is not exactly friendly. They delay pushing the button as long as possible so that someone else will have to serve the foreigner. When you finally get served, the tellers are sticklers for procedure, totally unable to think outside the box or act on their own initiative. They look for reasons why they can't help you.
In addition, no matter how much you have saved with them, they don't want to help you beyond the expiry date of your visa. The moment your E2 is up, you become a non-person to them. |
