I'm going to Korea on an E-2 visa. Long story short, there is a lot of conflicting opinions as to whether I'm eligible for an F-4 visa, so I'm going with an E-2 just to be safe.

Here's my question:

If I am indeed eligible for an F-4 visa, can I apply for and get an F-4 visa in Korea while working there on an E-2?

Like someone on an F-2-1 visa you need to register with the MOE. Then you're golden.
