Excellent. Surely there could be a message on the back telling him to do one?

No statements are made on the shirt. Plus the guy admitted as a matter of public record that he follows English teachers around. I think it's quite funny.

Design suggestion: put the print UNDER the photo.

The way I understand the law, people who wear the shirt could not be held accountable for any negative impact the shirts may have on his business (a temp work agency according to the KT), but the person/business who made the shirts could be.

Of course, proving that t-shirts with your picture caused your business to suffer wouldn't exactly be easy, especially when, as was stated above, everything stated on the shirt is supported by publically available sources.
However, the truth or fiction doesn't matter as much as the demonstrated negative impact, under the law.

(All this, according to one prosecutor I spoke with.)

I hope these shirts become a huge trend. I'm definitely going to look into getting one.

The captain should make another design with the photo on the back and print on the front, "Is someone following me?"

You can edit the shirt yourself on their site.

Put your suggestions up here and I'll link this thread to somewhere the Captain will see it.

He uses another site a lot more regularly than this one.

I'd make the tag line, "It's not stalking, it's following."

"It's not paranoia if they are out to get me"

We should have a caption award. Everyone throw in 50 won and the winner gets a T-shirt.

There should be one shirt written in English and another written in Korean so locals could read it.

It would be funny if I saw quite a few people wear that shirt around on a single day.

I believe in Korea that truth isn't a defense for libel.
