B & D. It is crossing a street dangerously or illegally. Jay use to refer to a person who was stupid, so a jaywalker is a stupid walker.

Neither Jaywalker or Teabagger (except lately) is used much. If you saw a guy crossing between crosswalks you wouldn't be like hey there is a jaywalker. It's never enforced.

If someone can explain to me why Australians call a red-headed person "bluey" I will give them 2 bits.

...I'm guessing its because redheads are percieved as more hot-headed and argumentative.

The sheer abundance of localised idiom, colloquiallisms and slang from your country poses an abstacle for people learning english, as well as non-north americans who actually speak the language properly.
Its patronising to expect everyone on the planet to automatically understand your jargon. Most of the time it just sounds totally stupid and is detrimental to the language.
