It's true. It costs people money to buy trash bags, that's how the city pays for garbage disposal...crafty ajumma used to use the public bins so they didn't have to pay.

Haven't you ever seen pad locks on the big food waste bins before? That's so other people don't dump their food waste in there.

Also, maybe the thing about if a place is already dirty people feel that it's okay to make it dirtier...I find that to be true in my neighborhood. This place is a s-hole and everyone including myself treat it that way. If you can't beat 'em, join 'em.

I won't litter but I'll throw a can or bottle into a box if it's sitting in one of those ready made garbage piles.

The only thing I toss on the ground are ciggie butts and that's only if I can't find an ashtray. What else am I going to do with them? Put them in my pocket until I can find a place to throw them away? Eat them? Put them back in the box? I don't think so...
