Charter 08 provides the first framework for a Chinese liberal democratic federal political system. If Tiananmen Square were a Chinese Woodstock, or perhaps better, China's Tea Party, then Charter 08 would be its Declaration of Independence and perhaps the beginnings of its Constitutional Convention. The students at Tiananmen were disorganized and pretty much entirely ignorant about the foundational rights and philosophical principles underpinning Western liberalism. But Charter 08 sets the standard for what liberal activists in China hope to see China become.

Similar to Iran, I don't believe any bottom up reform is possible without approval from the state. The state has far too many violent means to put down any rebellion. This isn't Revolutionary France. The CCP has the ability to crush any movement within hours. Military technology may have rendered revolutions impossible, except those originating from within the military or similar.
