This is not really a Korean technology question, but I haven't found a similar question on Google.
For quite a while, uTorrent doesn't seem to find seeds for any torrent until twenty or so minutes after starting the torrent. This is true even for highly seeded torrents. I'll download something off of piratebay and in the seed/peer column on piratebay it will say something like 4000/2000, but uTorrent will say 0/0.
Is this a uTorrent issue, a computer issue or an internet issue? |

It could be either:
a tracker issue (not updating itself often enough) or
a u-torrent issue (incorrect settings) so it takes a long time to find the peers.

| It might also be your version of utorrent being the problem as some trackers only accept certain versions(for instance, blackcats) of the program. |
