I know this is not the answer you are looking for, but you can sort of make it on top of the stove top.
Boil a potato, and mash it up with a bit of butter, milk, and salt and pepper.
Take some ground beef, and mix it with a beaten egg, some bread crumbs, and some salt and pepper.
In a small frying pan place the beef. Push it down to touch the sides. Put the mashed potato on top, smoothed flat.
On a medium low flame cook. When you think it is done, flip it over This way the potato will get crusty. |

I gotta know -- do you take cheese melted over your shepherd's pie?
I do if its beef. I've never had true shepherd's pie with sheep. I guess you can call mine rancher's pie. I'd have gone with cowboy pie but that sounds dirty |

Sure you can do it in an oven. Same thing. Just use one of the disposable pie tins. Then you do not have to turn it over. You just can put some butter (not a lot) on the top and it will get crunchy. If you do not put some butter on the top it will be dry. But that is good too.
I have made this with ground lamb. I have also made this with tofu plus beef, tofu plus lamb, or just tofu. But if you use just tofu spice it up a bit. I happen to love tofu.
I make something with tofu:
Mash tofu. And an egg, chopped garlic, sesame oil (a drop) and a bit of soy sauce. Some bread crumbs to bind. Add what ever seasonings you like. The topping is not white potao, it is sweet potato.
I know this threads is Shep pie, sorry I sort of changed it. |

I'll add another suggestion:
Left-over mashed potatoes
Hamburger (spice will help here)
Tomato based vegetable soup
Cheese
That's my shepherd's pie, baked in the oven in a pan. It's pretty simple bachelor chow and very delicious |

A place called Daylesford serves it, my GF had it last week. I think they have about three of them around Seoul. |

Shepherd's pie with beef instead of lamb is called Cottage pie. Cowboy pie sounds way cooler though. |

Try the pies there, but do NOT miss out on the dogs. 10 really dropped the ball on covering this place. I worked on campus there in '08 and was there for the chili dog at least twice a week. And I hate hot dogs. |
