My old address was in Seoul's jurisdiction but my new one is in Uijeongbu's so my question is which immigration office should I head to? The one of my old apartment's jurisdiction or the new apartment's?

I was recently in the same situation.

You need to go to the immigration office under Uijeongbu's jurisdiction, or your local district office. I live in Incheon, and rather than going to Incheon immigration office, I simply went to my district office to change my address on my ARC, which was really simple. The whole process took about ten minutes.
