Ehm...you take it outside 2 or 3 times a day^^
That's what I do and even though I'm lazy as a piggy, I do think it's a dog's basic need/right to go outside and run and sniffle around and meet other dogs. So no matter how crappy or tired or sick I feel, we go for a walk twice a day (and boy, would I rather stay in bed sometimes!!). She sure is happy as a clam when I take out the leash though^^ And as much as I hate the long steep walk uphill every day, when I see her running around happily, chasing birds and sniffing around for hidden goodies, that makes everything worth it
So, in the case of a puppy, that means many more walks in the beginning until it understands that it has to do its business outside. So you'd have to go out every 2 hours or so and slowly take it from there. And be prepared for accidents! I'm certainly no expert though, our dog was past puppy-phase when we adopted her. She had maybe one or two accidents in the first day or two, but after that, easy-peasy. She basically trained herself!
Some people pee-pad train their dogs, and the dog learns to go on pads in their special area, in the bathroom for example. However, it will be difficult sometimes to also train the dog to go potty outside. It will get confused, or so I've read (http://www.animalrescuekorea.org/forums/showthread.php?p=20970).
