Ah so it IS possible. Are you on an F-2 visa, though?

I mean, I know I'm infected with at least 16 cow and bird diseases but I'm still willing to try. Just because I'm a great person, and donating makes me feel as such, since nobody tells me to my face.

try. . .

I have successfully donated (and unsuccessfully tried to donate) here (hmm. . . same as home--the USA). . . depends on recent travels, and how well you speak Korean/the Red Cross folks speak English, as you have to fill out complex forms. I think having my red cross card from home helps-- as when I've been successful here, I've had it.
