Can the monthly amount owed for medical insurance drop?

I work for a public school in which last month was the end of their (fiscal year) financial year.(?) From what I was told that anyone that overpaid towards their medical insurance the differance was refunded on this paycheck. I am fine with this answer. But,this paycheck I was told that for the new year the amount for medical that was noramally deducted dropped. It was about an 8,000 won drop. Is this normal? My Korean teacher claims they base the monthly amount on how many people are on the plan and how often you use it? Confused
