Is there such a thing as sound-proof windows? If so, where can I find them and how much do they costs?
I really don't want to move but my neighbors and their dogs are quite loud so I'm trying to find a solution. |

Are they in the same building? If so, it probably just isn't the windows that are the problem. You'll probably want your windows open some of the time anyway from March-December..
You should probably buy earplugs. |

I can give you the e-mail address of some "fixers" who are affiliated with the Korean mob. |

Already tried the ear plug route and filed a complaint with the police and the district office, but apparently there are no laws about dogs barking in Korea.
Maybe I'll go the hitman route...
They aren't in my building, they're behind my building. |
