Well, with a couple exceptions here and there, in the USA it is definitely illegal for women to go topless at the beach, at least in Florida. I think even with the exceptions it is more a matter of cops looking the other way, so to speak. |

The reason is cultural: Most cultures the world over have standards of decency in dress. It varies.
For example, in some places in Nigeria, post-menopausal women are treated as men in most circumstances, including their dress. Yes, they can and do go topless in these areas. It's a fascinating social view that takes a different, contextual view on the social approach to gender.
I don't think I need to belabor common Muslim standards of decency in dress.
The idea of covering women's breasts is a very, very old one. It is likely impossible to track down the exact origin of it. Insofar as I am aware, even the Mycenaens clothed their women's torsos -- and theirs was a society much more comfortable with sexuality than our own.
The double-standard may seem strange to some, but to others the idea of doing away with it is even stranger. |

They should be arrested, tortured, and be forced to wear a shameful mark on their clothing indicating that they are sexual deviants, but not wearing a shirt at the beach should be perfectly legal. |

I can't take off my top at the beach, but some 300 lb. guy who has breasts that are twice the size of mine and a shag carpet on his back can walk around in a speedo and no one says boo! |

I concur, at the beach or mowing your own lawn, topless should be fine for all sexes. Please wear clothing in stores, restaurants, driving your car, etc.
Also I think it's funny that your genitalia is what confirms whether or not the fatty (or silicon enhanced) tissue on your chest is offensive or not.
Edit: Did anyone else see that episode of Penn & Teller's BS regarding breasts? Very compelling arguments there. |
