Why is South Korea ranked lower than NZ on this table? The internet here is much faster and cheaper than NZ; a lot of people in NZ are still using dial-up, for heaven's sake. |

Here's the actual report.
| Quote: |
Scoring criteria categories and weights
Category Weight
Connectivity and technology infrastructure 20%
Business environment 15%
Social and cultural environment 15%
Legal environment 10%
Government policy and vision 15%
Consumer and business adoption 25% |
Scores (same order as listed above, with the first being the overall average):
| Quote: |
New Zealand 8.07 6.80 8.17 8.60 8.45 8.50 8.29
South Korea 7.94 7.90 7.32 8.80 7.65 9.20 7.18 |
Your comment about New Zealanders often using dial-up is borne out in New Zealand's low score regarding connectivity and technology infrastructure, but that's only one category considered. New Zealand did better in terms of business environment, legal environment, and consumer & business adoption (the last of which being the most heavily-weighted category). As you can see, even with the benefit of a better score in the most heavily-weighted category, New Zealand barely won out over South Korea. Korea will probably overtake New Zealand next year, assuming they keep improving. |
