The cause would seem obvious to me. A bridge over-congested with traffic (i've been on it on a saturday), driver frustration and risk-taking, and a guardrail that provided no safety.

I had to search for the news online after I saw it on YTN News. The driver "was attempting to avoid a stalled Matiz on the bridge," is what the on-scene reporter said. I guess the driver couldn't be bothered to do that safely. Why is safety treated like a curse word here? |

BBC reported it as a "parked" car.
Internationally they are making people here look like idiots  |

People park all the time in illegal and dangerous places. The freeway is no place for that.
If the driver had a legitimate car problem and had to stop, then he should have pulled over to the right side and put on his 4-ways.
The driver was likely driving too fast in rainy weather. |
