I don't understand kimmi. DOn't they realise that the apostillisation only states that the COPY of my degree is a real, true COPY? It doesn't prove that my degree is real.
So in theory, the apostillised copy could be of a fake degree and they won't know.
Basically to get an apostillised copy, I went to a bank with 10 photocopies, they looked at the degree and the copies and made sure they were the same. That's it. No verification that the degree was from a real school, no phone calls, nothing.
They're creating work and paperwork for nothing. By looking at my original degree or looking at an apostillised copy, you're basically looking at the same thing! |

very true, being a Canadian I don't have quite the same process as you, but I did have to go to a lawyer get a copy 'notorised' and then had to send that to the Korean consulate to be 'notorised' again. The lawyer was so confused, he couldn't for the life of him figure out why such things were necessary, but he happily took my money typed up the form document and stamped it. Personally I think it just a cash grab for the consulates in some countries since you have to pay them to notorise the Degree and CBC. |

I had my copy certified by the university. In fact, I thought it had to be. Guess not.
I wonder if I can get my Ohio State University degree apostilled here in Oregon. Otherwise, I'll just have to cash in another favor with my roommate and ask for a bunch of copies. |

Just like the changes back in 2008 were a knee jerk reaction due to C.P.Neil having worked here, and were implemented without any real knowledge of what they were asking for this new set of changes is again a knee jerk reaction to an incident reported in the press and again without any real knowledge of what they are asking for and whether or not the requests will actually give the desired result.

Oh yes you can! LIke I said, they are NOT saying the doc is legit, just that the notary is legit. I've had CHinese, Spanish, and Romanian docs all notarised, authentified, and apostillised and I highly doubt the notary even knew what they were. |

Yep, the apostille just validates that the notary is licensed and legit. It allows documents to be valid and legal in multiple countries. |

at least in Oregon the registrar of your alma mater has to sign a document alleging the authenticity of your degree in the presence of a notary for the S of S to give it an apostille.
so if you could get the registrar to attest to the veracity of a fake degree, then yes you could have it apostilled. |

IL is easier. I went to my bank with my degree and ten photocopies and they simply looked at my degree and notarised the copies. So in theory, someone could get a fake degree from IL and no one's the wiser if they don't ask for transcripts to back them up. But I'm sure those could be faked too. Thing is that they're trying to avoid poeple having fake degrees, but they're not investigating enough.
Also, just because your degree is from Oregon, doesn't mean that you can't go to another state and get it notarised. Like I said, I've had stuff from different COUNTRIES notarised, as well as docs from California legalised in Illinois. doesn't matter where the doc is from., you can basically get it notarised anywhere. Birth, marriage, and death certs are another deal though. Unless they're in another language and the notary doesn't understand.
They really should make the rules the same across all the states. |

the washington S of S won't apostille documents issued in oregon for example, or any other state besides washington.
perhaps oregon and washington are just being truculent. |

Posssibly . I'm just glad to be in IL, where they're currently apostillising my MA and transcripts from Spain No questions asked. Though I suppose the 6 pages of apostillisations, legalisation, notarisations etc that came with my Spanish degree might have helped. |

Mis/disinformation on this board abounds once again.
Straight from my secretary of state office in Missouri:
Before apostillin a diploma, one needs to request from the registar of your university a letter of authenticity saying that the diploma is legit. This must be displayed on the back of the diploma copy.
The from of the diploma copy should be clean and without alterations.
Once this request is done, the official in the registrar's office and you, if necessary, go to a notary. They witness the official's signature and then the notary does their thing.
Finally, send or take to your secretary of state office in the capital city or in another branch office in your state for apostillization.

CRC's require apostillization now after Jan. 1 and must be federal, not state.
The changes for the diploma copies are effective Sept. 1. They will take only apostilled copies. See my post above on the procedure.
Apostilles cannot be more than 6 months old for any document.
