Is it legal for the employer to charge the employee 14,000 for the cost of getting an ARC card? Or are they responsible for paying? (Or does the law not say anything either way?) |

This is an immigration / bureaucracy issue, not an employment issue, and is therefore your responsibility.
And to you other two knuckleheads, REALLY? Can't you answer a question without acting like that? Grow up. |

It's 10 000w for issuing the card itself and 4000w to have the card and your passport mailed back to your school. The delivery charge is not optional in most immi offices. Fight them if you want, but it does seems rather insignificant. I have always paid for mine, preferring to save conflict for bigger issues. |

10k for the ARC and 4k for the delivery service.
Oh, and yes, it is yours to pay for unless you have some contractual arrangement whereby they agreed in advance to pay for it.

My first thought was that with a handle like "World Traveler" the OP is obviously delusional to consider that true or his/her world is only as big as the house he/she lives in.
Seriously, it's YOUR identification card, for YOUR stay in Korea for YOUR job. Why on Earth would your employer pay this? And even if they did sometimes, is 14k really that big a deal? Go home if it is. |

I worked for EPIK, I had to pay a fee for the card, everybody does. |

My school paid for mine. They even paid the 30,000 for my visa extensions. I just give accounting the receipt, and in a day or two they give me the money (minus the 4,000 for delivery). |

Screw it. We dont own our visas, the schools do. The school should pay for any and all costs associated with the work visas. |

As a public school teacher, you get a settlement allowance. Part of it is to be used for your ARC and your medical exam. |

It is actually illegal for them to not pay the fee for the ARC. They are sponsoring your visa and therefore are responsible for all visa related expenses.
Call this number from any phone and ask for Officer Kim.
