I headed to the Canadian embassy today to renew my passport (it expires in about 6 months). I had all of the forms filled out, supplemental ID (Driver's, Birth, SIN), and photos done from their assigned studio.

When asked about a guarantor, I said I didn't have one. They asked me numerous questions about different aspects of my life, and then refused to give me one.

Simply put, they told me to go find a guarantor.

Just a heads-up for anyone looking to renew their passport.

I think in the past, the gaurantor had to be a doctor/lawyer, but now, in Canada, I think the guarantor can be anybody who holds a valid CDN passport.

not 100% sure

They said that it's not 'new', but that they were told by the passport office to be more strict and to edit their website so that the offer for guarantor is taken down. They don't want people thinking it is an easy option.

This has been the case for a long time.

If you have an official guarantor (Canadian doctor, dentist, notary, etc), it's easy -- but it's not easy to find a qualified Canadian guarantor in Korea.

If you have no guarantor, there's another process to follow where you have to find several people to vouch for you. The applicable form is called: PPTC 132 "Statutory Declaration in Lieu of Guarantor". Get the form from the embassy, find a few people you know to vouch for you, take the appropriate oath that you're not a terrorist, and you're done!

Clear this up for me, I'm not understanding this. You are a Canadian citizen and they are denying you a passport???

How do they expect you to travel home without one?

EDIT -

Nevermind, found the passport website, makes sense now. Seems ridiculous considering you have all the papers and a current, valid passport, but i figured it out...

I guess they dont need the money anymore. I just paid the higher rate and had the embassy sign off on me.

Yup. Did that 4 1/2 years ago, np. This time, they wouldn't give it to me. They gave me some sheet in korean that explains to a potential guarantor what it's all about.

I did it with using the "in lieu of guarantor" form just last december, but I have had two friends who went in in the last month and were told that the 'in lieu of guarantor' form can no longer be used in Korea if you are renewing your second passport here.

I've recently been going through the paperwork to get my family home, and lemme tell you, the embassy is playing hardball. I am assuming they are under orders to tighten things up at every level.

why not ask your dentist? You've probably kept the same dentist for at least 2 years, I would guess. He will also be able to vouch for your adress.

Alternatively, just ask your doctor. i've been going to the same 2 hospitals in seoul for years. You must have at least needed a medical check once a year?

I've only been to two dentists in Korea - once each.
I try to avoid doctors whenever possible here. There are a few clinics that I've been to, but none ofthem could answer the questions linked above.

I have a couple of options that I'm trying to figure out - but this is ridiculous. Ask for more ID - I get it. Ask for more references - I get that too.

But not everyone hangs out with the Mayor of Seoul.

I applied for a new passport at the Embassy a few weeks ago and it was such a terrible experience. 12 pages and 175,000 won later, I might be able to get a new passport ...

Thank goodness I found someone who would be my guarantor. I renewed my passport a couple of months ago.

I talked to the lady at the embassy who was taking my application and mentioned how much of a pain it was to find a guarantor here and she said everyone says it's hard but in the end most come back with someone who signed as a guarantor. She also said probably by the next time I renew, passport requirements would probably be changed to anyone with a valid Canadian passport.
