I think I know the answer but you never know...Is it possible to get an IDP while you are already overseas? I am American and will probably only use it in Japan, where I am going directly from Korea.

Sure, no problem. Just contact AAA and do what they tell you. I did it last year. You'll have to send them a copy of your drivers license and a passport size photo, along with a fee, and they'll mail the IDP to you. Just sign it and you're off to the races.
