I wonder why Chiba changed her mind.

And do we know how often capital punishment is used in China?

As far as I know there is no way to appeal against a death sentence in Japan.Keiko Chiba, the Japanese justice minister who despite opposing capital punishment is required to attend a prisoners execution.
