It (LOA) is a letter from the government (Provincial) Office of Education (POE) in the district that will hire you to work in / for a public school within their jurisdiction.
It is in place of the visa issuance number (VIN) given to those headed for a private academy or privately hired by a school or city school board and the VIN is issued by immigration.
IF you want one you need to get hired by a provincial office of education as a public school teacher (EPIK, GEPIK, CEPIK, etc.).
