I am teaching in China now and have my winter holiday from 1/3 to 2/21. I am looking for creative and hopefully profitable uses of my time during the holiday. Are there winter English camps in Korea for children? If so, when?

There are loads of them. Most will start 1/3 or so and finish 3-4 weeks later. Many also offer housing. You'll need to get a c4 visa to work at one which means getting a criminal background check and I believe your diploma (check the Korean embassy sites, they will tell what is needed for each visa).

When do they start advertising these positions? I am looking at getting a job with EPIK. If that happens would it be possible to work a camp before EPIK started?
