Is anyone else having this problem? Both my US debit card and my credit card are being denied in the iTunes appstore. Both were accepted in the US, but once I got to Korea, they're now being rejected everytime. I can't even download free apps because I need to confirm my account with my card.

It's a known problem with the new iTunes 10 roll out. For some reason, the app store is automatically declining some credit cards now that're used from abroad and registered to U.S. addresses. In my case it started an endless loop of asking to reverify my account information and then declining my credit card automatically. I called my bank to inquire and they said Apple never even sent a verification query through in the first place, meaning Apple was declining it, not my bank.

I resolved it by contacting Apple iTunes support via email and they fixed it, but it took about 3-4 days and had to be escalated to a higher level of support. The rep I emailed with said this issue happening a lot and they had to go in and over ride whatever glitch in their verification algorithm is now declining previously acceptable accounts.

Hmmm... Now that I know it can be fixed, maybe I'll get an iPhone 4 instead of the galaxy s. Thanks for the info!!

I think I'll hold off on updated to iTunes 10 then. I really don't need a headache right now.

I should clarify. From what I read, and what the rep told me, it's an internal problem that arose when they did whatever backend updates to their credit card processing when iTunes 10 launched. I tried downgrading to iTunes 9 and still had the problem, so it appears to be releated to how they process and approve *some* accounts that have U.S billing addresses but foreign IP addresses, and not whatever version of iTunes is running. Although I really don't like iTunes 10 and have zero use for this Ping service.

So I've tried both an iTunes gift card and going through my VPN, I'm still stuck in the "payment denied" loophole.

Gnawbert, how did you receive support? I tried filling out a service form, but after giving my iPhone Serial and IEMI number, it tells me I need to buy a "single incident of support" for $30 bucks?! The phone is only 10 months old! What the hell

Oh weird, that's really annoying they want you to pay! Maybe they didn't understand that the problem was with the iTunes store and not the iPhone itself.

I basically filled out a support card and after that it took about 48 hours for a rep to get in touch with me via email. I provided a detailed explanation of the problem and my itunes account, along with billing information for my CC in the support card.

Here is the link to the support card I used:

Here is what I wrote:

"I'm an American with a US Billing Address and several Apple computers. Currently I live and work in South Korea. Previously until about 3 days ago, I was able to use my iTunes account to purchase apps and music on my devices (all of them are registered and use my iTunes US Store / Apple ID), however my Credit Card keeps being declined. This is a new problem, and according to my credit card company (Chase, Visa) it is not a problem on their end.

They think that Apple is somehow rejecting my payment method on my account, which should be registered to:
<insert billing info here>

Could you look into this and do whatever it is you can to fix whatever stopped working 3 days ago? Perhaps it is something related to having a South Korean IP address while using a US itunes Account and a US registered credit card."

When you buy your iphone you get 90 days of comp. free technical support over the phone which is tied into every apple department that they would contact via the phone. You have a year hardware warranty If you were really peeved off phone in and ask to have an exception made (at that point they'll put you on hold and talk to the product specialists who can decide about exceptions and other things).If you get an exception great, if not, ask to speak to a supervisor. At that point the agent has to escalate you to the supervisory level (same department as the ones who do exceptions) and they can contact the ITMS (Itunes Music Store) agents to get the issue sorted out if it's not sorted out.

We lived in Germany from 2003-2005, and had the exact same problem on January 1, 2004. My daughter received an iTunes Gift Card for Christmas, 2003, and then iTunes switched us (based on our IP address) to the German version without any notice, and we were NOT able to redeem the Gift Card, or to buy any music from the US iTunes store for the remaining time there. I talked to Apple Support at the time (managers), and there was no option because of then-new copyright agreements that were put into practice. So perhaps this is happening now to IP addresses in South Korea? I don't use the iTunes store anymore.

Perhaps Itunes10 is now using the isp information to determine if you are violating the terms of service. Technically I don't think, even as Americans, we can browse and purchase items from the American Itunes store if you aren't physically in America. At least not according to their terms of service. I emailed them before I moved here to Seoul and the rep said that it a violation of the terms of agreement to access the US store from anywhere in the world outside the US but indicated that the sale would probably go though. He just cautioned me that if something went wrong they couldn't offer support.

The more difficult (or impossible) it becomes to make "legal" purchase of copyright material, the more popular it will be for people to simply download content without paying. DRM (Digital Rights Management) makes it difficult to work with music and videos that are legally purchased. I do not encourage copying, but the companies end up only hurting themselves when they restrict the legal purchase of content with these tightly-enforced geographical boundaries, especially for songs that Koreans would usually not be interested in anyway (so what we foreigners want to listen to or watch may never end up legally licensed for sale here).

So the torrent wars continue.
