Okay, like I mentioned in a previous post, I am supposed to be going to Korea in a few weeks. The issue with the new laws have apparently everyone guessing as to what exactly will happen. From what I've read the FBI background check doesn't take effect until Jan 11. I submitted a state ran check to my recruiter.

I've heard different things regarding background checks ranging from one doesn't have to submit a FBI check before 2011 to a person being able to work interim in Korea under a state check while their FBI check is being processed.

If that is the case, I have received my FBI background check in the mail over the weekend. However, the FBI did not stamp it or write a signature on it. If I am going to actually need to send in an FBI check, how am I to receive an apostle from the federal government without a signature and seal?

you need the signature & seal in order to get the check apostilled. however, if you're going to korea in just a few weeks, you don't need the fbi check if you have the state one (depending on what state you live in, you could probably get this in just a few days/weeks. expedite the apositlle if possible). as long as you get to korea before jan 1st, and get your ARC card before jan 1st, then you'll be fine with just a state-wide check. Of course, depending on what your plans are next year, you'll probably need to get the fbi check later. but if you'll be in korea soon and have all your immigration paper work done before next year you'll be fine.

Great. Well, immigration in SK already has my state check with apostille. Unless I absolutely hate Korea, which I don't foresee that happening, I'd like to stay longer than a year. Judging by what you said, I'll get a friend or family member to use my FedEx account and have the FBI check ready to go and then have the document FedEx'd to me in Korea; signed, sealed, and delivered

One more thing

Typically does the school help you get your ARC upon arrival to South Korea? I'm assuming it's one of the first steps taken?

usually your school should help you with the ARC....and yes, it is one of the first things you should take care of after you arrive. I know you have 90 days...but the time can really whiz by!!
