I wonder what ESL Teachers could do to get the Korean Legal system and the Legislature to take action against Rip off Hagwons. I could really be naive about this, but Korea is a small country, one police force, one court system country and it does have real laws doesn't it? |

There is a legal system (for both koreans and foreigners) but as far as I know, it protects people mostly when hogwan bosses have 'broken' (past tense - damage done) the law. A Hogwan will still rarely be closed after that - more that they will be fined and possibly have their passports revoked pending investigation. The laws supported are usually by the Korean labour board.
As for what we could do - very little probably - mostly becasue we are still a minority. People have tried to create 'unions' here and have lost jobs/visas. Taking a stance from human rights/complaint point of view may address some things but that may be a bit weak except for visa regulations.

Agreed. If you have been screwed over by a hagwon, you should post a warning on Dave's not to work there.
But if the hagwon was using mind-controlling, electromagnetic ray-guns to screw you over, we've already been warned.  |

A few years ago when the job market wasn't so flooded, nature was taking its course. So many places couldn't find a teacher and some closed their doors.
With Korea's low birth rate, so many academies are going to be on the chopping block. Many mom n pop places will suffer, and places that have a better program (or at least appear to have a great program) will dominate the market. Many schools will downsize as well. |

Set up a string of foreigners to apply, work and pull a runner on the school. after a few runners the school will be forced to shut down. |

That does sound familiar but if there was, it was a looooooong time ago. I don't think that this forum has a specific blacklist (anymore). Maybe the admins came under pressure to close it.
But there are other blacklist sites. The problem is that they aren't maintained. Someone runs them for a couple years and then stops. If someone were to set up an automated blacklist (like the Korean recruiters have for "bad" teachers) then the list might stay up-to-date.
The main way that you can blacklist a school is to start a thread here. If a job seeker is intelligent, he will do a search of the forum for the name of the school. Similarly, Google will likely show the thread as well. |

Highly unlikely that a Blacklist would last long here. Posters in the Korean forum contribute very little if anything to the site's revenue, but job ads- some from great schools, others from less great ones, that's how Dave pays the bills. A blacklist thread would probably threaten his bottom line, and therefore be toast.
I reported my first Korean employer for tax fraud, after finding that they took far too much tax out of my cheque, and never actually submitted any to the Korean government. Revenge is sweet  |

I heard that creating or contributing to a blacklist is considered libel in Korea and opens one up to prosectution from the Hagwon, regardless of how legitimate the reasons for the blacklisting were.
This could be a reason why Dave's discourages it. |

I've heard this too. However, wouldn't this be something that's easy to get around? Just open up the site with a US/Canadian/UK webhost. I don't even think you'd need to use a proxy to connect, since there's almost no way a place like Bluehost would hand over your personal info for something like that.
As far as personal identification goes for the employees making the complaints - they could just keep their details to a minimum. For example, not listing their dates of employment, or similar employee specific details.
I suppose the downside of this is that it would be easy for people to complain about a hagwon experience that was their fault (e.g. they didn't show up to work on time and got fired).
Oh well, something to think about. |
