What is the cheapest flight to get to Tokyo? Is there some kind of low cost airline like easyjet in europe? is there a cheap way using Ibaraki airport?

You could always put on a doggy costume and have someone put you in one of those rollaway cages. That would be cheaper than buying an actual ticket. Just sayin'

Travel agent or a Korean website. But you're going to have trouble buying a ticket online without a Korean to help most likely.

Cheap airline in Korea? hahaha, no.

Tiger Airways tried to open up here, but there apparently is some law about airlines in Korea, that they have to be owned 51% by a Korean company. SO they formed a subsidiary that was owned 51% by Incheon City. KoreanAir and Asiana complained and I haven't heard anything else lately.

AsianAir will be opening up in November, but they only fly to Kuala Lumpur from Seoul.

Check www.expedia.ca if you're Canadian and www.expedia.com if you're American. Sometimes it's a rip off, but sometimes you can find a last minute deal. I went to Tokyo last summer round trip for 600 bucks. I think the Busan ferry and Train pass would have been that or more. But the flight was much quicker.
