Since it's mostly a holiday for younger children the older the students the less you should have to do. Just decorate your room with some printable things from the web unless your school actually budgets some money for decorations and candy.

Thanks for all the good ideas.

Here's what we have decided to do:

A and B class. Introduce Halloween. Make this mask: http://familycrafts.about.com/od/makingmasks/ss/PaperPlateMaskCraft.htm
Practice trick or treating. Pumpkin Bingo

C and D class: Introduce Halloween vocabulary. Discuss the history of the holiday. Watch the Halloween clips from "Nightmare Before Christmas". Write a scary story and perform it for the class.

Same thing I've done for the last 3 years..........nothing. The principal won't allow it.
