Yesterday my apartment toilet and sink starting filling up with water and now we're kind of stuck without toilets/showers/sink usage in the house.

I've tried using the plunger, the drain-cleaner chemicals and the wire-hanger method but nothing seems to be working.

Has anyone else come across this before, and if so, what did you do to fix it?

I've called the landlord now, but this is really killing my fiance - he just got LASEK done yesterday and his eyes are too sensitive to venture out of the house, lack of toilet or not!

Since you've already done the drain-cleaner bit, DO NOT open up any of the pipes yourself. Save it for a professional. Make sure to let the plumber know that there is drain cleaner in the pipes.

Which floor are you on? When every drain backs up, it's usually the floor below you that is the problem. If you have people below you, ask the unit directly below if they have the same problem. If they do, they need to fix the problem before you can do anything.
