Just because the US State Department is putting out information doesnt in any way shape or form mean the Korean government will interpret laws in the same way.
It is sort of a no-brainer the conscription laws would and likely will continue to change due to the decreased birthrate and the fact that military service is becoming ever increasingly more unpopular. Especially after the Cheonan incident the number of mandatory months of service will likely continue to go up and not down. The bodies have to come from somewhere. Koreans living overseas matter 0 when it comes to politics. You are at the top of the list to do service without political fallout.

| my issue is this; if my name is not on my family register then i'm not a Korean citizen right? If I'm not a Korean citizen then i don't see why I'd have to serve in the military. |

If your parents did not renounce their citizenship (ie: were still on a green card) before they had you, you are technically a Korean citizen. That you are not on the hojuk doesn't mean you are ineligible for military service, since, again, you are technically a Korean citizen.
I am in the same boat as you. My dad left me off the hojuk, but according to the immigration office, it doesn't matter. However, the feeling I get is that they would have a bear of a time catching you leaving the country since you are not in their system. Just fly under the radar and peace out when the time comes.
I have no other information on this. No one knows what the hell is going on which is irritating, to say the least. |
