unless any of these fools have ever had their experience, quoting lines from the godfather doesnt mean jack.
if he told you he was a gangster he is either lying or trying to impress YOU. if you found out, by someone else, that is much cooler and believable just by nature of the business.
in risk of being in debt to this dude, buy dinner in a place of your choosing when you get the chances. just do something to "settle the debt" even if its not equal, if you get what im saying.
having friends in high places is not a bad thing.

I'd advise chummy but not TOO chummy. Don't get closer than you are already. Be busy sometimes when he calls. Postpone your samgyeopsal eating until the following week because you have too much to do. Don't be overeager to hang out.
That's from personal experience. Cause you don't want to be too close and then try to get out of it... that can be super uncomfortable. Also in your small town, it will reflect poorly on you in the eyes of many, even if they don't let on.

They had drinks together, it's not like they're BFFs. I think it's OK to stay casual friends but I would draw the line at paying the tab just in case. You could say it's just not the done thing for westerners.

Ok OP, here is the plan.
Next Saturday 50 Dave's posters will form a long line out the door of the Iteawon Taco Bell. At a predetermined time you and gangster #2 show up. When we see you, all of us will get out of line allowing you and your hommie first crack at the chalupas while looking at you in fear and whispering, "Gangster #1"!
Then we will see who ends up blowing who.

I have a much better idea. Tell gangster dude that you want a piece of the action in the ESL market. Devise a moderately decent scam for selling add-ons for instance, when parents choose their kids "materials" - of course what arrives is cheap and nowhere near the quality of what they paid. Everybody wins (except the kids trying to learn English), you keep your friend and he has a real respect for your mad $ making skillset.
