What does that mean? All recruiters join hands and share a list? I cannot comprehend a "Code of Hammurabi" list which applies to all recruiters to NOT RECRUIT THIS EVIL TEACHER.

You might make one recruiter's bad list, but another recruiter would have no awareness, at least that's been my experience. When my previous employer told me she would tell the recruiter I was a bad teacher, I told her threats didn't work and that I would move out that Sunday.

So, you make one recruiter's blacklist. BIG FRIGGIN DEAL!!! Move on, find another one. I haven't seen global consequences in pissing off one recruiter, and I go through contracts like toilet paper.

It's just threats, mere threats.
